The open October round is for local government sponsors of new or expanded access serving new industry in industrial parks or new or expanded agri-business development. It is not an application for individual residents. Community Access, which supports major streets in towns with fewer than 5,000 people, has a separate annual July 15 deadline; the four announced awards do not reopen that program’s intake.
The program page sets assistance at up to 80% of construction costs, capped at $500,000 for Industrial Park projects and $600,000 for Agri-business projects. Engineering and utility work are excluded from that calculation. Sponsors need to account for the remaining project costs, and an application is not a promise of Commission approval.
Prepare a project-location map, an engineer’s estimate and a supporting resolution from the local sponsor using the application linked on SDDOT’s program page. Projects must meet state road-and-bridge specifications and accessibility requirements, and their plans and specifications require a registered professional engineer’s stamp. Routine maintenance is not an eligible use.
The release gives October 15 as the submission date but does not specify a closing hour or timezone. Confirm delivery instructions and timing with Grants Program Engineer Paula Huizenga at 605-773-6253. The newly awarded Community Access projects are Railway Street in Bryant, Railroad Avenue and O’Gorman Street in Hoven, Leola Avenue in Leola and Main Avenue in Parker; the announcement does not set construction dates.
