Columbia opens housing-plan comments before a November hearing

Staff Writer · 2026-10-14 · Columbia

Columbia’s October 9, 2026 notice proposes changes to its five-year housing plan, two annual funding plans, HOME-ARP allocations and public-participation procedures. Written comments run October 9–November 9, followed by a November 11 hearing. These are proposed amendments, not approved benefits.

The proposals add neighborhood property acquisition and down-payment assistance, and shift some park-improvement funding toward housing administration. Other proposed changes reduce non-congregate-shelter allocations while increasing administration, supportive services and nonprofit capacity funding and adding rental housing and tenant-based assistance. The notice gives no dollar amounts or individual application rules.

Review the drafts through the city’s Community Development website or at 1401 Main Street, fourth floor. Written comments go to CoCCommDevCompliance@columbiasc.gov. The notice supplies no closing hour or timezone for November 9; questions go to 803-545-3373.

The hearing is November 11 at 6 p.m. at Busby Street Community Center, 1735 Busby Street. Residents can comment there. The proposed participation-plan change also removes a disaster-recovery comment-period section because that program is closed. This review process does not itself open housing applications or establish an award date.
