Pennsylvania preservation grants: confirm the match before a November application

Staff Writer · 2026-10-14

Pennsylvania’s State Historic Preservation Office lists November 9, 2026, at 4 p.m. as the application deadline for its FFY2026 Certified Local Government project grants, with awards up to $25,000. The required consultation date was October 9. The current guide and program page contain conflicting match and completion information that applicants need the office to clarify.

This funding round supports local preservation planning, surveys, design guidance, education and related capacity-building work. The guide prioritizes staff and board training, accessible public participation, preservation in community or hazard planning, and recognition of underrepresented histories. It describes a competitive program, not an entitlement to an award.

Certified Local Governments must remain in compliance with their certification conditions and reporting duties. A municipality seeking certification may apply only if it has already filed its certification application; its certification agreement must be fully executed before a grant agreement. The guide requires a Master CLG Grant Contract and an application through DCED’s Electronic Single Application, including a project plan, budget, documented matching funds and at least two outside letters of support.

Applicants were required to discuss their proposal with their regional Community Preservation Coordinator by October 9, 2026. That date has passed. An office that missed it should ask its coordinator whether an application can proceed; the November deadline does not establish a waiver. The source gives a 4 p.m. filing time without an explicit timezone, so that detail also needs confirmation.

Do not calculate the match from a single line of the guide. Page 2 calls for cash equal to 10 percent of total project cost, while page 6 says 10 percent of the grant award. The program page lists additional match percentages and older timetable information. The August 2026 guide sets completion for September 30, 2028, whereas the program page still shows September 30, 2027. These differences remain unresolved in the published materials.

The guide describes reimbursement funding: recipients pay eligible expenses first and then submit invoices and payment records. Consultants require documented competitive selection, even when local procedures would not normally require it. Before committing money or filing, confirm the applicable match, consultation status and contract dates with PA SHPO. No award or deadline extension is assumed here.
