What you need to know about Pennsylvania’s fire/EMS grants

Staff Writer · October 22, 2026

Correction and update · October 22, 2026

Updated after the October 22, 2026, 4 p.m. Eastern deadline to mark the standard application window closed. The current official page and guidance still give that cutoff. The separate discretionary hardship-request procedure remains available under the guidance; no general extension or individual approval is asserted. Original publication time retained.

Pennsylvania’s standard 2026–27 fire/EMS grant application window ended October 22, 2026, at 4 p.m. Eastern daylight time. The published guidance retains a separate, discretionary extension-request process for extreme hardship or undue burden. Eligible awards range from $2,500 to $20,000 for fire/rescue organizations and $2,500 to $15,000 for EMS organizations, with eligibility and reporting requirements.

When does this application window close?

The standard application window ended October 22, 2026, at 4 p.m. Eastern daylight time, the cutoff confirmed by the current program page and Section 5 of the guidance. A check after that time found the same published deadline, with no general extension announced on the program page. The guidance’s separate hardship-request provision remains distinct from an automatic extension for all applicants.

Who can apply?

The program covers eligible Pennsylvania fire and rescue companies and emergency medical services organizations, rather than individual residents. The guidance sets organizational requirements, including municipal recognition and emergency-call activity; fire/rescue applicants must also meet PennFIRS incident-reporting requirements. Prior grant reports and compliance can affect eligibility, so being a fire or EMS organization alone does not establish qualification.

How much funding is available to an organization?

The program guidance sets fire/rescue awards between $2,500 and $20,000 and EMS awards between $2,500 and $15,000. Awards can be reduced proportionately when eligible requests exceed available funds, so applicants should not treat the maximum as a promised payment.

What can the money pay for?

An application may combine up to two eligible projects, such as qualifying facility work, equipment, related debt reduction, training or recruitment and retention. Some categories have additional restrictions: for example, the construction savings account is for fire companies, and certain training-related staffing costs apply only to career fire departments. The guidance defines eligible expenses and project periods in detail.

How were organizations instructed to submit applications?

Applications use the online grant portal linked from the official program page, with Pennsylvania’s Keystone ID login. The required information includes a project description, expected benefits and the amount of grant money to be spent, and incomplete applications are rejected. Fire companies must also provide a copy to their municipality; these instructions do not reopen the standard window after its deadline.

What happens after submission?

The published calendar lists December 21, 2026, for approval or disapproval, with notifications afterward. Grant agreements are due May 31, 2027, and the program has later spending, documentation and final-report requirements. An application is not the same as a grant payment or a guarantee that a particular purchase qualifies.

Is extra time automatic if an organization misses the deadline?

No; the guidance describes a separate written request process for extreme hardship or undue burden, with the State Fire Commissioner deciding whether an extension is justified. A request must be made within 30 days after the window closes, and any extension cannot run beyond 45 days after the original closing date. Ordinary changes in the personnel handling an application do not qualify as extreme hardship under that provision. Program questions go to ra-vfcvasgp@pa.gov.
