Portland begins six-month transition to Oregon’s 2026 residential code

Staff Writer · 2026-10-02 · Portland

Portland says the 2026 Oregon Residential Specialty Code took effect October 1 with a six-month transition, allowing qualifying permit requests to use either the 2023 or 2026 code through March 31, 2027.

Chapter 1, covering the code’s scope and administration, took effect immediately. Beginning April 1, 2027, residential permit requests must follow the 2026 code.

To remain under the 2023 code in Portland, an applicant must submit a complete permit request through Development Hub PDX by 11:59 p.m. on March 31, 2027, respond to city requests for additional information, and pay assessed intake fees in full by 5 p.m. on May 1, 2027.

Applicants with projects near the transition should check the city’s submittal requirements before filing because incomplete information may delay intake review and fee assessment.
