What must I do to claim the kicker credit?
For the 2025 kicker, the department requires a 2024 Oregon return, Oregon tax liability for 2024 and a 2025 Oregon return—even when the taxpayer would not otherwise need to file for 2025. The kicker returns surplus state revenue as a credit that can reduce tax owed or increase a refund. The department’s calculator supplies an individual credit amount. Its FAQ also describes limited circumstances in which a kicker check can be sent separately.

What should someone mailing a paper return do?
A paper return left in a mailbox may receive a later postmark, the department warns. Its October 1 notice recommends taking the return to a U.S. Postal Service counter during regular business hours no later than October 15 and asking for a manual postmark before mailing. It also lists state-return drop boxes outside offices in Salem, Portland, Eugene, Medford and Bend, plus an indoor Gresham box available during business hours.

Can I leave a federal return in a state drop box?
State drop boxes are not a substitute for sending a federal return to the IRS. Oregon says it forwards federal returns left there, but cannot guarantee the IRS will treat them as timely.
