Cleveland advances two landfill solar projects into design

Staff Writer · 2026-10-03 · Cleveland

Cleveland advanced two approximately $20 million solar installations into design, planning a combined 7 to 9 megawatts on city-owned former landfill properties for the airport and Cleveland Public Power.

The planned Kolthoff Drive array would provide 5 to 7 megawatts for Cleveland Hopkins International Airport operations. A 2-megawatt array at the W. 11th Street/Spring Road landfill would supply Cleveland Public Power's grid.

The city says savings from power generated at W. 11th Street will be passed to Cleveland Public Power customers. The announcement does not provide a customer-specific savings estimate or a construction-completion date, and the projects are still in the design stage.

Enerlogics Networks leads the design-build team, with Energy Independent Solutions and Prairie Wind Group. The work is part of a broader regional initiative supported by a $129 million federal grant awarded in 2024; pollinator-friendly planting is planned around the ground-mounted panels.
