Raleigh flood-study applications move to the permit portal November 2

Staff Writer · 2026-10-03 · Raleigh

Raleigh announced that a new Stormwater Flood Studies application will begin routing submissions through the City Permit Portal on November 2, with an updated fee schedule that includes a $250 Simple Flood Study fee.

The September 29 notice says work in or near a designated flood-hazard area needs a permit. Property owners and project teams should determine whether their proposed work falls within that requirement before starting construction.

The new application will send flood-study submissions directly to Stormwater staff. Starting November 2, use the City Permit Portal process described in the city notice. The $250 amount applies to a Simple Flood Study; the announcement does not state that every project has that same fee.

During construction, a floodplain inspector checks benchmarks and compliance with approved plans. FEMA and city elevation certificates are part of the inspection requirements. Contact Stormwater Development Review at 919-996-3773 for project-specific questions.
