Albuquerque fuel-terminal permit: comments accepted through November 12

Staff Writer · 2026-10-14 · Albuquerque

Albuquerque's Air Quality Program announced October 13, 2026, that Western Refining Terminals LLC is seeking changes to the Albuquerque Products Terminal's air-quality permit. Public comments run through November 12. The proposal includes additional diesel-loading equipment and temporary vapor-combustion equipment; the department expects a decision before January 11, 2027, but has not announced final approval.

The terminal is at 3209 Broadway Boulevard SE. Application 0456-M6 proposes changes to an existing permit, including two diesel-loading arms, higher diesel-tank throughput limits and removal of butane blending. The temporary combustion unit would operate when the vapor-recovery unit is unavailable. The notice's emissions estimates come from the applicant and remain subject to agency review.

Any person may submit written comments and evidence or request a public information hearing. The official notice accepts comments postmarked by November 12, 2026. Address written submissions to Albuquerque Environmental Health Department, Air Quality Program - Permitting Section, PO Box 1293, Albuquerque, NM 87103. Records can be inspected at One Civic Plaza NW, Room 3023. Anyone wanting notice when the technical analysis becomes available must expressly request it in writing before the comment period ends.

A hearing is not automatically scheduled: the director must find significant public interest and a significant air-quality issue. The expected January decision date is not a promise of approval. Neither the release nor the public notice specifies a cutoff hour or timezone, so no precise deadline-tracker timestamp has been inferred. Questions and accessibility assistance can be directed to Pauline Padilla at 505-767-5739.
