Fulton’s wastewater award mixes a loan with a grant

Staff Writer · 2026-10-15 · Fulton

Missouri’s natural-resources department announced $5.8 million for Fulton wastewater improvements on October 14. The package combines a $4.3 million loan with a $1.5 million grant; Fulton will contribute another $1.5 million.

Fulton expects the treatment upgrades to finish by September 2027. The work is intended to strengthen nutrient removal and extend the facility’s useful life. That is a construction target, not confirmation that the improvements are already operating.

For utility customers, the distinction between borrowed money and grant funding matters: the entire state package is not free money. The department estimates $1.5 million in principal savings and about $1.8 million in interest savings over a 20-year loan. These are project-financing estimates, not promised reductions for each household.

This award funds city infrastructure rather than an application program for residents. The release supplies no household eligibility rules, application deadline, construction-related service changes or revised rate schedule. Its original announcement remains the source for the financing and expected completion date.
