Minneapolis shortens approval time for common construction permits

Staff Writer · 2026-10-03 · Minneapolis

Minneapolis changed its building-permit process so certain roofing, siding, window and door projects can move forward without building-plan review, with the city expecting hundreds of eligible permits each year to be issued or ready for payment within one or two days.

The revised process applies to specified commercial and residential flat-roof, siding, replacement-window and replacement-door work. Those projects still must comply with applicable building codes, but applicants no longer need to upload plans for building-plan review.

The city says average approval time for residential remodel permits has already fallen from about three weeks to under one week. Eligible applicants may also use the opt-in Express Limited Permit process to submit and pay online without the same level of staff review.

Historic-property procedures were also streamlined for certain repairs and routine work, while mid-sized projects may qualify for administrative review instead of a public hearing. Applicants should confirm that their project fits an eligible category before relying on the faster path.
