Iowa expands MEGA incentives for proposed $15 billion steel mill

Staff Writer · 2026-10-04

Iowa amended its MEGA program so one qualifying rural-county project may receive transferable tax incentives equal to as much as 10 percent of qualifying investment over 10 years, a change intended to support a proposed $15 billion Mesabi Metallics steel plant.

Governor Kim Reynolds signed House File 2801 on October 2. Iowa's MEGA program targets projects with more than $1 billion in capital investment. Before the amendment, the law allowed incentives of up to 5 percent of qualifying investment for each of two eligible businesses; the new version allows up to 10 percent for one eligible business in a rural county, divided evenly across 10 years and made transferable.

The Governor's Office says the change is intended to enable Mesabi Metallics, a Minnesota iron-ore company, to pursue a $15 billion steel plant in Iowa. The announcement does not identify a final site, construction start, completion date, binding job count or project agreement. Its statement that the project would create thousands of jobs is a projection, not a confirmed employment result.

Residents, businesses and local officials should watch for site selection, local development agreements, infrastructure and training plans, performance conditions, and public reporting on any transferred credits. The legislation changes the incentive framework; it does not by itself complete the investment or establish that every announced benefit will occur.
