Iowa’s 2027 emergency-management grants start with an October interest notice

Staff Writer · 2026-10-14

Iowa Homeland Security and Emergency Management lists its 2027 Emergency Management Performance Grant application period as open. A notice of interest is due October 30, 2026, and the full application is due December 31. The program requires matching support and does not guarantee a local allocation.

The program supports emergency-management preparedness across prevention, protection, mitigation, response and recovery. Iowa HSEM administers the state’s participation in this FEMA program. Federal funding may cover no more than half of the total program budget, so applicants need to understand the required match before planning expenses.

The first step is the notice of interest. HSEM says an application is considered open after that notice has been submitted and approved. The October 30 notice and December 31 application are separate requirements; the later date does not remove the earlier step.

The state decides whether and how to pass funding to local agencies. Its page gives no applicant-level award ceiling, submission cutoff hour or timezone. Local emergency managers should confirm their eligibility, allowable costs, match documentation and filing instructions with Michael Cayer, the listed EMPG grant manager, before committing funds.
