Indiana hazmat grants: prepare the application, confirm the portal status

Staff Writer · 2026-10-14

Indiana’s October 1, 2026 HMEP announcement and FY2027 funding notice set a November 5 cutoff at 4:30 p.m. Eastern Time, with up to $30,000 per competitive project. The program page also displays an application-closed message, so its current submission status needs confirmation from the Department of Homeland Security.

The funding notice allows local governments to apply with an active Local Emergency Planning Committee budget. Applicants need a federal UEI, current SAM registration and Indiana supplier and bidder registrations. No recipient match is required, but an application can receive a partial award or no award.

Eligible work concerns hazardous-material transportation: emergency planning, training and exercises, including regional projects. This is not a general-purpose equipment fund. Response-operation equipment and pre-award spending are among the exclusions; project costs must follow the full notice.

The notice requires a proposal and itemized budget through IntelliGrants. Supplier registration can take at least ten days, and existing valid registrations should not be duplicated. The listed performance period is October 1, 2026–September 30, 2027; that start date does not authorize spending before an award.

Use the Grants Section’s support-ticket link on the official program page to resolve the conflicting status labels and confirm submission access before relying on the cutoff. The dated notice and the separate closed message have both been retained here; no open or cancelled status has been guessed for the deadline tracker.
