Hawaii’s conservation-land office announced October 12 that it is seeking public input on proposed land-use rule changes. An October 21 briefing precedes eight hearings from October 28 through November 19. The proposal concerns approximately two million acres of public and private Conservation District land, including coastal and marine areas.

The changes are not yet law. The proposal addresses conservation standards, smaller permit applications, erosion and shoreline protection, repairs to existing structures, and restoration of traditional fishponds. Approval would make the revised rules statewide; this announcement does not itself approve a landowner’s project.

The October 21 briefing begins at 5 p.m. in Room 132 of the Kalanimoku Building, 1151 Punchbowl Street, Honolulu, with a Zoom option. The official hearing page lists subsequent meetings on Maui, Oʻahu, Hawaiʻi Island, Kauaʻi and Molokaʻi. Check that page for the location and time nearest you before making travel plans.

Written testimony can be emailed to DLNR.OC.Chap13-5@hawaii.gov or mailed to OCCL, P.O. Box 621, Honolulu, HI 96809. The release specifies a November 30, 2026 postmark cutoff, but no closing hour. People needing hearing accommodations should call 808-587-0377 at least four days beforehand.

After public testimony, revisions and final approvals would still be required before amended rules take effect. Residents can review the proposed text and follow updates at https://dlnr.hawaii.gov/occl/proposed-rule-changes/.
