The City of Savannah is launching a hardship program for eligible low-income residents who pay the city stormwater utility fee. The city administers the program, while Economic Opportunity for Savannah-Chatham County Area schedules appointments and handles applications.
Applicants must be active residential City of Savannah water customers, use the service address as their primary residence and have total household income at or below 200 percent of the 2026 federal poverty guidelines. A past-due account must already be in an active payment arrangement. The published annual income limits range from $31,920 for one person to $111,440 for eight people, with $11,360 added for each additional household member.
Appointments open by phone at 7 p.m. Eastern on Sunday, October 11. Residents must call 912-888-8082 and use the telephone prompts; the city says appointments will not be made through the EOA office or website. The notice does not state a closing date or promise that every caller will receive an appointment.
At the appointment, applicants must bring a current water and sewer bill, unexpired photo identification and proof of income for the previous 30 days for every adult household member. Appointments are in person at the EOA Cuyler Building, 618 West Anderson Street in Savannah. Residents should gather those documents before calling and confirm the offered appointment during the call.
