What you need to know about Georgia’s 2027 CHIP grants

Staff Writer · 2026-10-15

Georgia’s Department of Community Affairs is accepting applications for up to $10 million in 2027 Community HOME Investment Program grants. Eligible organizations must apply online with required attachments by January 31, 2027, at 11:59 p.m. Eastern Standard Time; the program supports home repairs and affordable homes for sale.

What is available?

The Georgia Department of Community Affairs has opened its 2027 Community HOME Investment Program, known as CHIP, grant competition. The department says up to $10 million is available to support housing work in Georgia communities.

Who can apply?

Eligible applicants include qualifying local governments, certain public authorities and eligible nonprofit organizations. City and county governments that receive HOME funding directly from the federal housing department are excluded, although the manual permits nonprofits and authorities within those jurisdictions to apply.

Is this a direct application for a homeowner?

This is a competition for organizations rather than a direct household application. The organizations selected administer housing activities, including choosing participants and verifying eligibility under the program’s rules.

What housing work can the grants support?

The manual identifies repairs to owner-occupied single-family homes and new or reconstructed affordable single-family homes for sale. It lists $500,000 for the rehabilitation category and $1.5 million for the construction category, while allowing DCA to raise those limits when an applicant demonstrates sufficient capacity and need.

When are applications due?

Applications and their required attachments are due January 31, 2027, at 11:59 p.m. Eastern Standard Time. The submission must go through DCA’s Emphasys online portal, which is linked from the official CHIP program page.

What should construction applicants do before the final deadline?

The manual requires a new-construction prescreening form and instructs applicants to submit it before November 15, 2026. It directs applicants to email that form to chip@dca.ga.gov and says staff recommendations will be provided by December 1, 2026.

Does submitting a complete application guarantee funding?

No: the department evaluates and ranks eligible applications, and its manual reserves the option to fund some, all or none of them. Award results will appear on DCA’s website, and applicants will receive written notification. The current program page and manual are the places to check for application materials and any updated instructions.
