Connecticut seeks five more years for Covered CT health coverage

Staff Writer · 2026-10-08

Connecticut is asking the federal government to extend the Covered CT demonstration from 2028 through 2032, largely preserving current eligibility and benefits while limiting the program's cost-sharing subsidy to in-network care in most cases.

Covered CT currently provides qualifying residents with a silver-level health plan through Access Health CT, along with dental care and non-emergency medical transportation. The program generally serves parents and caretaker relatives, their tax dependents under 26, and non-pregnant adults ages 19 through 64 whose income is above the Medicaid limit but no more than 175% of the federal poverty level.

The Department of Social Services proposes a five-year extension running from January 1, 2028, through December 31, 2032. It says the eligibility rules, premiums, in-network deductibles, copays and coinsurance, dental benefits and transportation services would continue. Federal approval is required; the request is not yet a final extension.

The stated change concerns out-of-network care. Under the proposal, Covered CT's cost-sharing subsidy would apply only to in-network providers and services unless the Insurance Commissioner finds a plan's network inadequate. A member who voluntarily uses an out-of-network provider could owe the cost sharing charged by the underlying silver plan.

DSS is accepting written comments through October 29 at the email address on its official notice. It also lists electronic hearings on October 8 from 10 to 11 a.m. Eastern and October 26 from 1 to 2 p.m. Eastern. Because the notice provides no final clock time for written comments, no exact-time deadline was inferred for the tracker.
