Boulder's San Lazaro loan offer depends on annexation

Staff Writer · 2026-10-15 · Boulder

Boulder offered San Lazaro residents a $1.3 million loan toward buying their mobile-home park. Its October 8 announcement makes forgiveness conditional on annexation and estimates that process could cost $8 million–$10 million.

The offer uses county Affordable and Attainable Housing Tax revenue. San Lazaro is outside Boulder city limits, which constrains other city support; additional funding may become available if the community joins the city.

Boulder says annexation would connect the park to city water and sewer systems. The city's $8 million–$10 million estimate is preliminary: a clearer cost would emerge during the process, which could take a year or longer. Staff plan to seek grants and loans to help reduce the expense; those resources have not been guaranteed.

This announcement is a financing offer, not proof that residents have completed the purchase or annexation. It provides no general public application or resident deadline. The practical next step described is continued work between residents and city staff on costs, process and available funding.
