For local agencies and other eligible applicants, this is project funding rather than a household tire-disposal payment. Eligible organizations include California local governments, special districts, qualifying joint powers authorities, public education institutions, state agencies, qualifying businesses and nonprofits, and qualifying tribal entities. Private elementary and secondary schools are excluded. Applicants should check the program's entity-specific conditions before submitting.
The project must be in California, on property owned by the applicant or an eligible member of an applicant joint powers authority. Its tire material must come from California-generated waste tires processed in the state. Most projects need at least 500 tons of tire-derived aggregate; qualifying low-impact stormwater projects have a 200-ton minimum. Supported uses include retaining structures, lightweight fill, stormwater systems, rail-vibration mitigation and qualifying landfill infrastructure.
Applications go through CalRecycle's Grants Management System using a WebPass account. Upload design plans that are at least halfway complete, the project calculation and other required forms. The signed application certification must also be uploaded. Saving a draft is not submission: check that the status changes to Application Submitted.
The May 2026 application guide gives October 15 at 11:59 p.m. as the Cycle 29 cutoff and says customer support ends at 4 p.m. It does not identify the timezone. Confirm that detail with CalRecycle rather than assuming an offset; this notice has not been entered as a precise timestamp in the deadline tracker. Grant questions can go to grantassistance@calrecycle.ca.gov or 916-341-6104.
November 17 is the secondary date for required authorization documents not supplied initially and for adopting the required environmentally preferable purchasing policy if it was not already in place. The later document date does not extend the application deadline. Funding depends on availability and review, so a complete application does not guarantee an award. Eligible construction costs begin only after CalRecycle's written Notice to Proceed; the project term ends April 1, 2029.
