This marks the first time these distributions have been made in full since the infrastructure program creation during the 2019 Legislative Session.

BISMARCK, ND. (FEB. 21, 2023) – The Office of the State Treasurer has certified the distribution of $230 Million from the Municipal Infrastructure Fund and the County and Township Infrastructure Fund for the current biennium.

“As of February 17, 2023, the final distribution for this biennium has been completed and every qualifying city, county, and township in the 45 non-oil producing counties of North Dakota have received funds. These dollars are dedicated to essential infrastructure projects and allow political subdivisions to tackle their critical needs without having to use property taxes to do so.” State Treasurer Thomas Beadle said.

House Bill 1066, nicknamed “Operation Prairie Dog” when it passed in 2019, sets aside a portion of the Oil Extraction & Oil Production tax revenue to help provide infrastructure funding across the state. In addition to these dollars for non-oil producing counties, over $600 Million has been distributed back to the political subdivisions this biennium within the 8 oil- producing counties through the “Hub City/County” funding formula.

For the 2021-2023 biennium that ends June 30, oil revenues have been well above the original projections. The state has so far received over $4.5 Billion in revenue with 6 months of collections to go, which has exceeded initial forecasts by 63%.
