Montpelier, VT – Today, Treasurer Pieciak announced he is seeking expert input to evaluate the cost-savings, feasibility, and potential impact of a State-sponsored off-site housing construction program.

As Vermont’s housing shortage continues to squeeze the budgets of families, employers, and taxpayers, Treasurer Pieciak is exploring whether a State-led program to buy manufactured homes and other building components in bulk could help lower development costs, accelerate housing construction, and grow Vermont’s supply of affordable, high-quality homes.

Treasurer Pieciak was tasked with studying the financial and organizational needs of developing such a program under this year’s major housing bill, Act 179.

“Housing in Vermont is too expensive whether you are a renter, a first-time homebuyer, or just trying to keep up with property taxes,” said Treasurer Pieciak. “We need bold solutions to meet this moment, and approaches like off-site construction offer a promising approach to build high-quality homes at a faster, more affordable rate.”

Two Requests for Information (RFIs) have been issued: one for developers and housing partners, and another for housing manufacturers.

Both RFIs seek to better understand the challenges and opportunities facing the off-site construction industry in Vermont. Findings may shape future pilot programs, legislative recommendations, and potential Requests for Proposals.

RFIs are for information-gathering purposes only and do not constitute a solicitation for bids or proposals. Responses are due September 30.
