HAWAIʻI LAW ENFORCEMENT STANDARDS BOARD SEEKS PROPOSALS FOR STATEWIDE JOB TASK ANALYSIS

News Release 2026-61

FOR IMMEDIATE RELEASE

Nov. 5, 2026

HONOLULU –The Hawaiʻi Law Enforcement Standards Board (LESB) within the Department of the Attorney General is seeking qualified contractors to conduct a statewide law enforcement job task analysis and develop recommendations for training standards (RFP-27-LESB-001).

Under Hawaii Revised Statutes Chapter 139, the board-approved training standards must be in effect on July 1, 2028, when certification requirements apply to the appointment and employment of law enforcement officers statewide. The selected contractor will conduct a statewide job task analysis and will develop recommendations for performance objectives, performance standards, passing levels, assessment methods and training curricula. The findings will help the board establish consistent, evidence-based training standards for law enforcement officers statewide.

“This is an important step toward establishing statewide training and certification standards for law enforcement officers in Hawaiʻi,” said Victor McCraw, administrator of the Hawaiʻi Law Enforcement Standards Board. “Law enforcement across Hawaiʻi’s seven populated islands involves unique considerations and challenges. This analysis will help us better understand the demands placed on officers throughout the state and develop training standards that support their work to protect residents and visitors.”

The RFP, its attachments and all addenda are available exclusively through the Hawaiʻi Electronic Procurement System (HIePRO) at https://hiepro.ehawaii.gov/. To locate the RFP, select “Search” and enter solicitation number P27000676.
