Opinion: Offshore wind decisions need a concrete risk-and-cost test

A nearly completed project deserves regulatory predictability, alongside serious scrutiny of documented safety or security concerns.

OUR POSITION

Lawfully permitted energy projects should face clear, consistent rules. Suspending a nearly completed project requires a concrete, supportable reason and a candid accounting of the costs, not a general preference for or against its technology.

What the release says

Senator Richard Blumenthal criticized the administration’s stance toward offshore wind and defended Revolution Wind.

His release describes the project as nearing completion and anticipates progress within weeks. It does not establish that the project is already operating or provide the text of a new suspension order.

EDITORIAL ANALYSIS

Our centrist perspective

What it means: This is an argument for allowing the project to proceed, not confirmation of its completion or a definitive resolution of regulatory disputes.

Officials should identify any specific remaining risk and whether a narrower remedy can address it. Grid connection, reliability and consumer costs remain relevant even when construction is advanced.

The tradeoffs

Completing permitted infrastructure can avoid stranded costs and add energy supply. Legitimate environmental, safety or security issues still require attention; prior investment does not make them disappear. Wind also is not an immediate substitute for every fuel use.

What to watch next

  • Watch for actual agency decisions, completion milestones and interconnection readiness.
  • Compare the cost of proceeding, modification and delay using documented assumptions rather than competing political descriptions.
