Opinion: Aviation modernization needs independent safety gates

Six lawmakers seek a pause and answers about the SMART air-traffic tool. The FAA should demonstrate safety, trained human oversight and reliable fallback procedures before expansion.

OUR POSITION

The FAA should hold nationwide expansion until independent evaluation and controller training meet published thresholds. Whether existing use must also pause should be decided urgently from evidence about the tool's actual authority and failure modes, not assumptions that every automated system is either safe or dangerous.

What the release says

The lawmakers say SMART was deployed September 21 at Reagan National, Dulles and BWI and request a pause.

Their letter seeks information on testing, consultation, training and accountability during an initial 90-day evaluation.

Claims that evaluation or consultation was inadequate are the lawmakers' allegations; the release supplies no FAA response.

EDITORIAL ANALYSIS

Our centrist perspective

What it means: Congress is seeking assurance about a safety-critical rollout, not ordering the FAA to suspend it. The essential unanswered question is how recommendations influence controller decisions and what happens when the system is wrong.

Testing should cover unusual weather, outages and misleading outputs, with human override and independently reviewed incident reporting.

The tradeoffs

Modern tools may improve traffic management, while rushed implementation can add workload or hidden hazards.

A pause costs time and potential efficiency gains; a poorly specified pause could also disrupt established workflows.

What to watch next

  • The FAA's safety case, controller training records and fallback procedures.
  • Clear criteria for continued use, suspension and expansion, with independent review of results.
