Pennsylvania seeks comments on proposed assistance-animal guidance

What is being proposed
The Pennsylvania Human Relations Commission opened public comment on October 1, 2026 for proposed guidance concerning assistance, service and emotional-support animals. It addresses how the commission evaluates matters in housing, schools, workplaces and public accommodations. Topics include documentation, accommodation requests and circumstances in which an animal may be excluded.
Who can take part
People with disabilities, families, advocates, housing providers, educators, employers and other interested readers can submit feedback. This is proposed guidance: after comments are reviewed, the commission must consider it for final approval.
