A proposed 94-unit development near Lewes is undergoing environmental review; the notice is not an invitation to apply for an apartment.

Review the housing proposal before funds are requested
An October 14 Delaware State Housing Authority notice describes Willows at Northstar: four residential buildings on farmland beside U.S. Highway 9 in Lewes. DSHA expects to request HUD project-based voucher funds on or about October 30.
DSHA determined that an environmental impact statement is unnecessary. Its environmental review record is available at 18 The Green, Dover, on weekdays from 8 a.m. to 4 p.m.
How to comment
Individuals, groups and agencies may send written comments to DSHA at that address. The notice lists October 29, 2026, for receipt of comments and asks writers to identify which notice they address. Call 302-739-4263 for procedural questions.
The comment window is not a rental application period. The announcement supplies no tenant application dates or eligibility instructions. A separate HUD objection process has limited grounds and a deadline that depends on the actual funding-request receipt; confirm that date with HUD rather than assuming October 29 applies.
